The Louisville Police Merit Board ruled to uphold the firing of a former Police Officer of the Year for fraudulently renting a Section 8 HUD unit, violating the department’s professional conduct rules. Walter Baker, voted the department’s top cop in 2006, was terminated in July 2010 for lying on a federal housing subsidy application, on which he certified that his mother was not related to him.

The disciplinary action centered on a rental property that the officer owned and was renting for several years to his mother, Pamela Burton. Baker applied for a low-income housing subsidy, a requirement of which is that the tenant cannot be related to the landlord.

An autonomous tipster turned Baker in to the Louisville Metro Housing Authority. After an investigation, Baker agreed to pay back $21,065 which he had scammed from the government. Authorities did not press charges against him.

The Louisville police department was unaware of the crime until earlier this year. When it learned of the offense, it terminated him for breaking the law.
